Remove a routing rule

DELETEhttps://api.norreach.app/v1/inbound-routing/rules/{id}

Removes a rule. Calls it handled fall to the next rule (or the AI agent / voicemail fallback). Owners, admins and managers. dry_run=true changes nothing.
