Give Nora a task

Gives Nora a task in plain words ("follow up with everyone who downloaded the guide") — the same as the app's Nora console. She plans it and works through it; follow it with GET /nora/runs/{id}. Through the API a task always asks first: every step that sends, calls or publishes waits in Approvals (GET /approvals; decide with POST /approvals/{key}/approve). Outreach paused → 409. Nora makes ads only inside a plan: a goal to make, find or publish ads is refused with 422 ads_by_plan and the way that does work (use: POST /briefs); changing a live ad or reading ad results isn't a task either (the answer says where). Owners, admins and managers. Up to 30 tasks an hour per workspace. dry_run=true checks it and starts nothing.

401	`unauthorized`	A valid API key is required.
